Policy Research Department

We tackle increasingly complex challenges focusing on comprehensive chemicals management throughout their entire lifecycle and on the transition towards a circular economy where resources are efficiently and sustainably utilized. Specifically, we contribute to the following three areas.

  1. International Environmental Policy
    We support negotiations under international environmental frameworks such as multilateral environmental agreements (MEAs) and assist in developing domestic systems based on these agreements, including the development of relevant legislation and guidelines. Furthermore, we support developing countries in strengthening their capacity for chemicals and waste management, including through the dissemination of Japan’s environmental technologies.
  2. Environmental Risk Management
    We provide policy solutions and recommendations in the fields of the life-cycle management of chemicals and environmentally sound management of waste. Our services include supporting the development and implementation of regulatory systems, as well as conducting foundational studies to address diverse environmental challenges related to air, soil, and water particularly those related to chemicals.
  3. Circular Economy Policy
    We deliver technical advice and comprehensive support in the area of resource and material circulation, with a focus on the development and implementation of effective policies and systems. Most recently, we contributed to the development of Japan’s National Action Plan on Sustainable Nitrogen Management. We also assist the Japanese government in developing and implementing policies for the proper disposal and beneficial reuse of soil generated from the decontamination of radioactive materials.
