In the<br \/>\n              detailed planning phase, the issues, capabilities, and<br \/>\n              stakeholders of the four target cities have been analyzed to<br \/>\n              identify issues to be resolved and their priorities. Pilot<br \/>\n              projects (PP) to be implemented in the four target cities have<br \/>\n              also been planned, and achievement targets and monitoring<br \/>\n              indicators have been established. In the second phase<br \/>\n              (full-scale phase), following the &#x201C;Design of PP for<br \/>\n              each city&#x201D; and &#x201C;Establishment of achievement<br \/>\n              targets and monitoring indicators for each city&#x201D;<br \/>\n              conducted in the first phase, &#x201C;Implementation of PP in<br \/>\n              each city&#x201D; During the last decade, household waste<br \/>\n              generation is estimated to have almost doubled in Vientiane.<br \/>\n              However, solid waste collection and disposal are inadequate,<br \/>\n              causing high levels of pollution. The project aimed to improve<br \/>\n              the management of the environment, solid waste\/plastics and<br \/>\n              pollution in Lao PDR.\n            <\/p>\n<p>\n              The project facilitated the creation of models for SWM in<br \/>\n              selected cities that can demonstrate improved and<br \/>\n              cost-effective performance and serve as inspiration for other<br \/>\n              cities. At the time of the<br \/>\n              project, the percentage of urban population, 86.9% (2009), was<br \/>\n              the highest in Vietnam, and the annual growth rate of the<br \/>\n              population had reached 3.5%. As a result, the amount of urban<br \/>\n              waste discharged by households, etc., was increasing every<br \/>\n              year, and it was predicted that the existing disposal sites<br \/>\n              would be full by the year 2020.
